COLUMBUS, Ohio—A ‘tween who was serving a sentence in connection with two South Side fires escaped again Tuesday.

Ryan Parsley, 12, faced arson charges in two South Side fires—one on Barthman Avenue and another on Innis Avenue—and was initially sentenced to confinement at a local juvenile detention center.

He escaped from the facility on March 21 and was on the run for several weeks.

He was arrested April 14, after his family persuaded him to turn himself in.

After Parsley was found, a magistrate sentenced him to time at the New Horizons Facility in Bethesda, Ohio, last Monday.

According to Franklin County Children Services, New Horizons is a staff-secured facility. The arrangement for Parsley was that he would have one-on-one supervision at all times.

A spokesperson for FCCS says there was miscommunication between staff members at New Horizons regarding the supervision, and Parsley escaped when he was unsupervised after being there for only one week.

Local authorities are now searching for Parsley.

So what’s next?

FCCS said they will assess what went wrong before they make another recommendation to the court.

Also, as part of his sentencing, Parsley was to remain on probation until June 15, 2011.

The probation included a curfew set by his probation officer, inability to leave his county of residence without his probation officer’s permission, residential treatment, random drug testing, and electronic monitoring device as needed per his probation officer, no contact with co-defendants or other known gang members.

Really? sez:  “...I am outraged that the news is displaying his name and photo.“——Not me, I’m GLAD to see his face here.  This little creep is a convicted arsonist and escapee,  and I want to be able to recognize him if he’s slithering around my neighborhood. I couldn’t care less about his record being ‘protected’, his next fire may wipe out a family.

Sad.  Too bad there is no such thing as rehabilitation in our correctional facilities, he is going to be a lost cause just like all the other juvenile delinquints.

at this point, there’s a ‘nice’ maximum security juvenile corrections facility outside chicago.

This child may need help, but I am outraged that the news is displaying his name and photo.  I thought children’s records were protected.  Even if he receives the assistance he needs and does not commit crimes again, the entire Columbus community (and cyberspace if they are interested) will judge him for a crime committed so young.

Boo NBC.

I didn’t know that 12 was considered ‘teen’?

He was setting the fires with his father! This kid is a fifth grade drop out whose parents are life-long criminals who have been in and out of jail.

That is just amazing to me.
I’m not one to judge this young boy, or his parents, but I cant help but think there is a serious problem at home.  An obvious lack of supervision, in my opinion.
It’s sad to say, but I don’t think there is much hope for the future of this kid. I wonder if someone is influencing him?  Parents? Other older kids?  A normal 12 year old doesn’t just randomly set fires and excape… twice.

i agree that this is a kid who will never make it to 18.  he’s too far gone for rehabilitation and its just a matter of time untill he messes with the wrong drug dealer, breaks into the home of an armed citizen or etc.  too bad.  the parents should be held accountable.
