GROVE CITY, Ohio—A Grove City police sergeant turned in his retirement papers after he was accused of public indecency.

NBC 4 reported with the FAST FACTS.

CPD was dispatched to the North Side Kohl’s at 1700 Morse Rd. on the report of a male masturbating inside the store.

The alleged incident happened between 5 and 5:30 p.m. Thursday, July 2.

The report was made by an on-scene security officer, and employees followed the suspect’s location until CPD arrived on the scene.

Responding officers located Steven J. Howard, 54, in the store parking lot.

Howard, a 25-year veteran, was charged with public indecency and released pending his arraignment Monday.

He did not appear in Franklin County Municipal Court Monday.

Howard was placed on paid administrative leave.

Howard submitted retirement papers last week, according to the Grove City safety director.

The director said Howard’s personnel record will not display anything negative on pending court rulings since he no longer is an employee.

No more immediate information was available.
