FAIRFIELD COUNTY, Ohio —Two local parents said they don’t feel any better about a now-registered sexual offender because he already contacted their daughters.

NBC 4 reported with the FAST FACTS.

A Fairfield County parent contacted NBC 4 about an unregistered sex offender in Amanda this week.

The offender now is registered, but two local parents said they don’t feel any better because he has been in contact with their daughters.

Residents were questioning why the sexual offender still was on the streets and living near a home daycare.

Jeffrey Brisker, 21, was arrested last Friday in Fairfield County for failing to register as a sexual offender in his county of residence.

He was released from custody once he became registered.

Perry County sheriff’s deputies arrested Brisker Thursday for a probation violation stemming from a motor-vehicle accident Saturday, April 4, and charged with leaving the scene of a crime.

A magistrate released him again Friday on his own recognizance.

Polly Smith told NBC 4 her daughter and another minor were injured in the same April motor-vehicle accident. 

Smith did not know Brisker was a sex offender because he was not registered in Fairfield County at the time of the accident.

She said she was stunned when she found out.

“He needs to finish whatever time he has hanging over his head. My kid was in an accident with him. We didn’t know that he was a pedophile,“ Smith said.

Smith’s daughters are students at Amanda Clearcreek and received a ride from Brisker.

Smith and another parent, George Bartram, want to know why Brisker still was on the streets of Amanda. 

Smith and Bartram said Brisker has been banned from the Amanda Roller Rink for inappropriate behavior and they don’t think he should be allowed around young girls. 

“My daughter comes home and says he got thrown out of the roller rink for showing nude pictures of little girls to other little girls, and they banned him from the roller rink,” Bartram said.

Brisker was calling and texting their daughters, Smith and Bartrum said.

Bartrum said Brisker was sending text messages to his 12-year-old daughter, which is a violation of the conditions of his probation.

“I just want to make sure he stands trial for what he’s done. I mean it just seems like they keep letting him out, and what’s it gonna take? Somebody’s little girl or little boy to get hurt?“ Bartrum said.

Before his arrest, Brisker was living with his mother on Julian Road near a home daycare. 

The homeowner who runs the daycare said she had no idea she lived so close to a registered sex offender.

There was no word on whether Brisker would return from Perry County to Fairfield County.

Brisker’s probation officer said it’s up to Fairfield County to enforce any probation violations such as being around minors.

Brisker was scheduled to return to court Thursday, July 2, for his preliminary hearing. His final hearing was scheduled for Tuesday, July 7.

His probation officer said Fairfield County deputies would have to catch Brisker with minors to make another arrest.

My friend that was raped throughout her childhood by her great uncle,now knows that he raped all her siblings(most are too messed up to be of any assistance with a conviction).
  The perps wife has passed,but her children have now come out that some of them were molested as well.One of this mans sons is a molestor too.We think(the whole family does)that he got ahold of grandchildren and possibly great grandchildren.
  It’s a fact that this stuff can be generational.Perhaps Jeffrey was a victim as well.No excuses though,because I know men that were molested as children that would never do that to kids.
  I spoke of the stigma of boys coming out that they were molested for fear they’d be seen as gay.Not that gay is “bad”,but they felt their molestors were gay-I feel they were opportunists.Their victims were sexless tools,dehumanized toys.
  I have a gay friend that told me of his first experience.I was horrified as he described what I felt was a rape/molestation,as he accredited his rapist for helping him discover he was gay!
  I said to him"my dear friend-never accredit him with teaching you anything.You were 10 and 10 year olds cannot consent to sex with an adult”.He never considered this fact (though it was 20 years ago).
  My point is that both of these people have never been convicted.It’s gone on forever,everyone knows,yet no one has been able to effect a charge against these people.
  Entire lives destroyed for generations of human beings,that went on to act out against the society that didn’t protect them.
  This is why I have become proactive against these beasts and feel it’s mine(and everyones)responsibility to demand action from lawmakers and agencies obligated to act on this.

Hmmmmm….how do we know what that man is doing now??
With age comes experience.  I am sure that after 9 years he only got wiser in doing his grotesque deeds. Then you have to go onto the curiousness of wondering if this man had any contribution towards Jeffrey’s similar behaviors.
Everything in life cycles as it is passed down to generation, after generation…..........after generation.  :0(
Reality is getting more depressing by the moment.

Laura, Isn’t it strange that not one of the parents went public with the fact that their children were in a daycare that such a crime took place?  If I were one of those parents, I would be outraged!  The only article that I found on it is:

On the bottom left in archives, it states that he was being charged with 5 counts of pandering obscene material involving minors.  Do you notice the article above it states that a 55 year old man committed the same crime. That man received 9 years in prison.  That man is not texting and calling children now.

I wonder if Mr. Bartram, showed those texts messages to the local authorities? Oh but of course I’m sure Children’s services wouldn’t do anything about it.
Rumor has it that other complaints have went to them concerning other things Jeffrey has done but again it was hushed back into the closet.

I will always support women and children because I feel they are under represented in this country.
Having said this,I know men that were sexually assaulted when they were young and it’s equally devastating to them.They live with the potential stigma(if they tell)that they will be perceived as gay.
  Is there any place in our free country for these molestors?There is a torturous mindset in these abusers.Does anyone remember the poor little 2 and a half year old that was literally raped to death by his moms live in while she was at work?
  Stories like these I make myself listen to,so I won’t live in La-La land,out of touch with the very real sickness pervading our country.
  I’m afraid I’d go to prison in defense of these children if ever I had to deal with it up close and personal.

I must admit that I’d like to do what you suggest Anonymous,but I know the courts won’t take their lives(even though the offenders took the lives of their victims)that’s why I am dead serious about the castration or life in prison scenerio.Why on earth can states put people to death that murder,yet we cannot deny someone sexual pleasure when they abuse others?
  Not only do I know people who recanted to regain acceptance from their “in denial and enabling"families,but I know of child rapists still walking around free in their old age because their families protect them.Countless victims,endless suffering,multiple generations too.Just because they don’t want to accept that this “monster"is their dad,brother,etc.
  My friend has had family members say"why didn’t you tell me?I would of protected you.“When the perv is still around them to this day.A bunch of family members were victims and the perv is still there-never charged with a single sex offense.Sure you would of protected her!

Thank you Anonymous, I wasn’t sure, but didn’t want u to feel so if that were the case.  Oh, and please don’t get me wrong, in no way do I think they should be locked up with average criminals.  I understood all of your post and they do get it where the gettings good, but personally If it were legal I would reccomend that we donate the pervs to national parks, zoos, aquariums and etc. as nurishment for the carnivores.

Maumi…no, I never thought your comments were directed at me.  If I did, you’d have heard about it!  My only disagreement about what you and Laura have to say is that I believe the pervs should be locked up right along with the general population at any close or medium custody prison.  I don’t think they should get special coddling.  In the general population at Lebanon or one of the others like it, the prisoners there KNOW how to deal with the perverts and actually teach them the error of their ways through personal experience (I wish I could say that the way I mean it, but I’m afraid the post-ghost would delete it).  In any event, thank y’all…Maumi, I did not think the comment was directed at me.
