Cincinnati Backs Off Panhandler Permits

CINCINNATI
A city council member in Cincinnati is backing off a proposal to have panhandlers obtain permits and pay a tax on what they collect.
Councilman Jeff Berding drafted a motion this week to have the city implement a permit system in hopes of limiting panhandling. He also wanted a study of whether the city’s income tax could be
applied to money made through panhandling.
But after meeting with an advocate for the homeless, Berding says he’ll look at alternative ways to stop panhandling. He says one idea is donation boxes where people could deposit change they’d otherwise give to panhandlers.
Greater Cincinnati Coalition for the Homeless director Josh Spring says he told Berding when they met Thursday that a permit system would not stand up in court.

Nice thought and great anitiative by the council member I have to hand it to them, they at least were trying new ideas.
But one has to remember many of the panhandlers are people to lazy to work for money, they just want a free handout some times because they are to lazy and selfish or just plain users of othr people with a major lack of morality and decency.
But not to hack on all panhandlers, some are down on their luck (many Americans are in the last 3-4 years).
But either way the panhandlers probably aren’t going to be honest about how much they panhandle for money, so as to not have to pay taxes, that is if that idea had went through.
I don’t usually give to them because many I have seen (including the proffesional panhandler in NYC, who was making roughly $375.00 a day I think it was for most of his life being a proffesional panhandler..he has no real pride, is lying to people in diong such, and is lazy non productive to society…) would rather panhandle than work a job because they make more money at panhandling..
