NBC 4 Investigates: What Is A ‘Minor’ Crime?

CPD says minor crimes may not get much service if the income tax fails. What is a “minor” crime?

COLUMBUS, Ohio—Raise income taxes or cut public safety jobs. That’s the choice Columbus city leaders have told voters they must make when they vote in August.

City leaders expect Columbus will be more than $100 million in debt next year if the tax increase doesn’t pass. Public safety accounts for nearly $3 our of every $4 spent, so if that holds true and the city had to cut $100 million from the operating budget while avoiding public safety cuts, entire departments would likely disappear.

Nearly 300 officers would be cut and officials said minor crimes would take a back seat. But what qualifies as a minor crime?

Columbus Police Chief Walter Distelzweig painted a disturbing picture of city life in 2010 if the income tax increase doesn’t pass and police have to prioritize calls more than ever before.

Northeast Columbus homeowner Tom Evans says his neighborhood has seen more than it’s fair share of so-called minor crimes. He thinks every crime needs some level of police involvement if only to deter repeat criminals.

“I think crime is crime and if they know that you’re not going to do anything about it, it’s going to increase,“ Evans said.

Nalene Jenkins said she knows the importance of a police response firsthand, after she had to make what could be considered a minor call to resolve a domestic argument. She said she’s just glad the police came.

“It very well could have escalated to something more serious than just a simple argument,“ Jenkins said.

Both Jenkins and Evans said they would support the income tax increase over losing officers from the streets, and Evans said it’s hard enough with the current number of officers to get a crime solved.

“We had fingerprints on the window where the guy broke in and they wouldn’t even take the fingerprints and try to find out who it was,“ Evans said.

Distelzweig said there is no list of minor crimes, adding that it’s all a plan and much could change.

WHAT ABOUT OTHER OPTIONS?

Many citizens have said they don’t want to pay more in taxes and don’t want police jobs cuts. Is it possible?

Republican city council candidate Roseann Hicks said the city doesn’t need to cut police and fire, claiming there are other places to trim.

“If we’re hurting as far as our operations, maybe we need to direct for the time being, some of the capital funds into the general fund,“ Hicks said.

But Columbus Finance Director Joel Taylor said that what Hicks wants isn’t possible.

“There’s nothing there to use on operating expenses,“ Taylor said.

Taylor explained that almost all capital budget money is tied up paying off past projects that are either under way or already built.

“It’s obligated to pay already to pay the interest and principal on those bonds,“ Taylor said.

So what about avoiding police and fire cuts? NBC 4 asked Taylor if other departments could be leaner instead of public safety.

“If we tried to absorb that cut everywhere but in the police and fire divisions, we’d essentially close down every other department in the city. We’d have no public health services. We’d have no recreation and parks facilities. We’d have no pick up of refuse. We would literally have no other city services,“ Taylor said.

Hicks also suggested the city not spend money to tear down City Center mall. Taylor insisted that no city dollars are being spent on it.

big bob seems confused here…. what does wasting money flying over the city have to do with showing respect of the ones that died in the line of duty. Let me point it out for you ...NOTHING. Being a former police officer who has served along side several of those who gave up their lives in this city I have complete respect for them.  I was not aware of anything going on and I just searched around on Channel 4’s site and Dispatch.com and didn’t find anything about it.  Maybe if things like this were reported on more instead of the other crap I would have known about it.  And again being a former officer who has attended too many funerals for fallen brothers this isn’t an issue of respect.  It is still an issue of common sense.

Today as I was heading to work I got to watch 4 of the CPD air units fly around the city playing follow the leader.  I completely understand the need for training but with the high cost of keeping those units in the air and the current budget issues does the department think it’s really a good idea to do this?  I’d like to know what it cost the city today for what appeared to be their version of the Air Force One NYC fly over….

PMR.. dont you worry about those peoples income… when this happens its something like LAYOFF.. Now Obammmmy and Opppppprah have plenty of programs for those people. It’s called Social stuff.. This stuff is just starting. You think this is something .. you havent seen anything yet. You people ran around with your african mugushots wanting change ... well its coming .. so sit back in enjoy the ride. Oh… one more thing ..Obammmy wants all your your guns too ... so the only ones that will have guns is the boys in the hood. That way when they knock down your door they dont need to worry about you being armed. ...just call your lawyer ..or say shame on you ...or whatever it is you liberals do.

Tax and spend democrats at work for you! Make some cuts in unnecessary departments, not in police and fire, and maybe people will be more willing to vote in new taxes when they see all else has failed! Everyone has taken a hit in this economy but our illustrious government workers! My husband has taken a 7% paycut, and has lost one of his 2 week vacations in order to maintain his job. What have our government workers done for us lately?

Its funny because everyone bad mouths the police and says they dont need them, yet when someone is breaking into their house, or someone robs them or a family member, who do they call??

I did a ride a long once about a year and half ago and I was completely amazed how busy the officers were and how much crap they had to deal with.  I urge people to go on a ride along and see what they encounter on a day to day basis.  It is unbelievable! And if you pay attention to whats going on, the mayor is the one threatening to lay off the police, the Chief Distelzweig doesnt have a say in it, all he can do is prepare for the worst in case the mayor does lay off officers. 
And yes I do believe as well as others that the fiscal mismanagement by the higher ups in the city has caused the city to be where it is now, however it is not the fire department or police departments fault, so do not take it out on them! Just DO NOT re-elect members of city council and DO NOT re-elect the mayor and things will get better!!

For all of you that are not going to support the police and fire departments, shame on you.  These men and women separated themselves for the everyone one else and said “I will serve and protect you, I will put my life on the line for you.“  I understand your anger with city officials, but take it out on them come re-election.  Right now if you vote no, your not going to hurt the city officials, you are going hurt yourselves with less protection and services and think about the 300 officers and hundreds of fire fighters families that will have no income.  For every $100 its only extra $.50.  If you can afford that, than you are no better at handling money than the people you blame for this situation.

SPROCKETS….I have my screen name for people like you.  That is one the dumbest thing I’ve ever heard!!  You wouldn’t make it one day as a Columbus Police officer…guaranteed!!  All of you complaining about the police..just wait.  You’ll all be singing another tune if that levy fails.  Remember, fire has to lay off too so when someone you love is having a heart attack and is lying on the floor dying because the medics are now twice the distance away from your house. Then you can think “Wow, it’s pretty pathetic that I put a price on the safety and security of my family.“  Mark these words…copy and paste them if you have to!!!

It appears most have come to the same conclusion about the mayor and that it is time for him to go due to the mismanagement of OUR money.  Aside from that, how about making the increase be a police/fire levy so the money can only be used for them?  I don’t want OUR money spent on light rail and the other unnecessary stuff.
