Ohio Mislabeled Teen Charged In Slaying

COLUMBUS, Ohio—A report says the state failed to assess the possible security risk of a teen who was later charged with the death of a guard at a youth prison.
   
Eighteen-year-old Hubert Morgan has pleaded not guilty to murder and felonious assault in the April death of 39-year-old William Hesson at the Cuyahoga Hills Juvenile Correctional Facility.  A report filed in federal court Wednesday says Morgan was involved in numerous assaults and disruptive behavior after entering the juvenile prison system last year.
   
The report says Morgan remained classified in the lowest risk category for juvenile offenders until the time of Hesson’s death.  Youth Services Director Tom Stickrath says Morgan was properly classified under the system in place at the time.
