COLUMBUS, Ohio—Threats? Promises? Hard facts?

Police Chief Walter Distelzweig announced possible officer cuts and layoffs at a Tuesday morning news conference. 

Distelzweig said the division will cut or layoff 297 sworn officers if voters don’t approve the city’s half-percent income-tax increase in August.

The income-tax increase will be on the special Tuesday, Aug. 4, ballot.
Distelzweig said the announcement wasn’t a scare tactic; it’s simple math.

FAST FACTS:

- Important safety services would be cut.
- Federal stimulus money given to keep recruits from losing their jobs would have to be returned.
- The police force would be at its lowest level since 1994.

The high-school resource program would be eliminated, and other subdivisions would see significant job cuts, including vice, narcotics, burglary, economic-crime unit, special-victims bureau, traffic and community liaisons.

OFFICERS, STUDENTS REACT

Police officers said they just want to do their jobs—to serve and protect—but they’re fearful that some of their jobs will be lost.

Columbus City Schools said administrators are paying close attention to the proposed budget cuts and are looking at their options. If needed, officials said they would make every effort to replace school resource officers, but that this early in the process, the district does not have a plan in place in the even that the school resource officers are eliminated.

CCS pays 50 percent of the 17 school resource officers’ salaries, with the police department picking up the other half.

A school district representative praised the resource officers for playing a critical role in developing relationships with students.

But the district would not agree to an interview with NBC 4 or allow a scheduled interview to continue with a resource officer who wanted to explain what made his job important.

Instead, NBC 4 talked to students at Whetstone High School to find out what impact the school resource officer has on students.

“I do feel more secure with her in the building because I don’t feel that most of the teachers are physically equipped to handle that sort of thing,“ said Kelsey Baldridge, a student.

“When there’s a downturn in the economy, crime goes up and it doesn’t make sense to cut them,“ said Jeneen Baldridge, a parent.

Jeneen and Kelsey said the resource officers plays a key role in protecting students, while senior Andre Turner said that without a resource officer, major disruptions are more likely.

“I think that’s going to make the schools unsafe because then there will be a whole bunch of problems,“ Turner said. “Security can only do one thing and that’s break up fights and stuff like that, but if it came down to some type of serious situation, there’s no real protection around to help us.“

EFFECTS OF CUTS ON CRIME

NBC 4’s Mike Bowersock GOT ANSWERS on how minor crimes, such as vandalism and attempted break-ins, may have to be ignored and police officers may have to be taken out of school buildings.

One of the more unsettling propositions came from the chief himself.

“You’re probably not going to get much service on a minor crime,” Distelzweig said.

What does that mean, though?

Bowersock visited some recent minor-crime scenes and reported on how the potential cuts could change police response.

There was a case of vehicle vandalism Monday night. It was reported to CPD, and officers came to the scene to take a report.

Instead, vehicle break-ins could be handled with a phone call to CPD and an insurance report.

There was an attempted break-in at a home on Oakland Avenue Monday night. Someone came in the back yard and tried to get into the back door. Nothing was taken, but it was the seventh time it happened in a year.

“Minor crimes can turn into major crimes if the police aren’t there or they don’t have the forces to deal with it itself,” victim Adam Zdroik said.

Columbus City Schools was worried about the potential elimination of resource officers. The district pays half of the salaries of these officers who are stationed in all of the district’s high schools.

“I cannot afford to have officers—I think there’s 17 in high schools—when we’re not answering calls on the street,” Distelzweig said.

The district said losing the officers would inhibit a proactive approach to stopping in-school crimes.

Distelzweig said layoffs would affect mostly patrol officers and would be based on seniority. Most of the layoffs would happen in the patrol division, using a “last in, first out” approach.

Bowersock spoke to some of the officers who would be the first to lose their jobs. They’re the younger ones, the ones who work the night shift.

That would mean more seasoned officers, with more seniority, would be moved around to take their place.

I HAVE THE SOLUTIONS TO FIX OUR SAFETY!!  If this Columbus Police Officers are Laid Off. They can use there time seeking a new job or take the Unemployment money from the Goverment and STILL Continue to be Columbus Police Officers in the Mean time! Or even Volunteer there time ,if they truely care about peoples safety. These officers know their Precints and where most of the crime is..Why dont they put these 300 officers on Foot or Bicycle where statistics say their is High Crime. An addition CPD, can still keep that 1 million dollars to use to support these officers. Or possibly dont put these officers on Unemployment. Maybe ask them if there willing to take Half there Salary in the Meantime until CPD gets the all the funds in years to come. I am sure the Officers will take this option.  ANother option is I am sure these officers can get new positions in Local Suburbs. But Columbus will need them the most, that is why we hired them in the first place right?  If all fails, These officers can Volunteer as Security Guards where crime hits most…while in CPD Uniform if Approved.  I think you can save money through out the Department by eliminating a lot of these Patrol Officer that sit in there cars . Eliminate the CARS! AGain Put them in the High Crime. Put the Overweight officers out of their cars and make them exercise. The can wear Bright Orange letters saying CPD on there uniforms to let the public know they are here to protect. They can communicate with other Patrol officers and work as a team more effectively. .

You’ve got good ones and you’ve got bad ones. I honestly believe there are those who really care that’s why they became police officers. Then you have the ones who just think it makes them more powerful or boost their egos they could really careless about people.

My comment is if we have to cut police, why not CUT the Red, white and boom.  It takes a lot of officers to man that function and with the downtown area in such a mess why send people down there.  I believe other cuts can happen and some people in the city government need to take a cut of about   $10-20,000 cut in pay wouldn’t affect them that much I believe.  There are some people that are making TOO much money.  WE NEED the FIRE and POLICE.  They work endlessly mainly because they what to serve and protect.  I still haven’t gotten over the money that was spent for Obama to come to a graduation of officers, that were paid under the table, rumor has it and now some of them or maybe all of them will loose there jobs anyway.  IT WAS ALL FOR SHOW!!  No I do NOT plan on supporting the tax hike, go reevaluate where the money needs to come from, not from the taxpayers.  Government is getting out of control.

When are you people going to realize you can’t depend on the police.  Apparently you have not had to use their services, becuase you live in a “good neighborhood” where nothing bad happens.  Give me a break.  Maybe when the time comes when you do have to use them ( And it will come ) you will find out and it will be too late.  Better go get a gun and get your concealed carry.  Only ones ignorant on here are the ones who think CPD is beyond reproach.  Wake up and smell the coffee!

I am….and that was a great point.  The hellicopters do seem to fly around endlessly with thier bottemless tanks of gas. Hmmmmm.

If you want a safer place to live, don’t live in Columbus. It just takes a lot more cops per capita to get the job done around here.
Most of the cuts the Chief policeman wants seem to be in the area of victimless crimes…not so bad.
One thing he did not mention are the helicopters. No cuts there, I guess. Its been said that Columbus has more of them than cities many times it’s size. Maybe that’s because he is an old helicopter man himself that the machines, aviators, maintainence men and hanger facilities have been left out of the cuts. Oh, another reason to not live in Columbus..You don’t have to listen to the helicopters batting around overhead all hours of the night.
I still think I will vote no on August 4.

Oh and another thing concerned, why would you state that most home invasions are drug related.  That is not true at all.  Lately individuals have been running into anyones home and laying them out. Secondly how would CPD know if that where the case, you mean to tell me that you justify that if you live in an area of high crime it is okay for CPD to respond as they please because it was most likely drug related.  What a joke, most of the dealers in the hood are young individuals that were recruited by your rich nieghbor whom does a excellent job at covering up his tracks. Get over yourself….your perfect environment is an illusion amongst its finest.

Ha…ha…how ignorant can a concerned individual be??  Wow….My father is the one who had a home invasion.  He has done nothing but fight for this country that doesn’t even take care of itself and he is a volunteer officer.  My father would have given the thieves whatever they wanted..little punks….he would give a homeless man the shirt off his back. I was even on the phone while the suspects were shooting. And my dad doesn’t even live in the ghetto, concrned. What is funny though is due to his experience with police (and he has never touched a drug in his life) he has little respect for them as well.  When dispatch has to be called for a second time because no one showed up, only to tell us that an officer already responded but we’ll send another one out.  Why would I need to have two responses to one crime…then on top of it all they didn’t even try to get finger prints.  I am disgusted with CPD and many of the actions that I have seen from them.  I have no sympathy for them at all.  They knew what the job entailed, and yes there are plenty of ignorant thugs out here that have no regards to consequences.  I am not one of those individuals and do not belive that I and many others deserved to be treated the way I have witnessed.  I work downtown and can look at the officers standing around doing nothing…..Oh, especially when the PITA girls are down here half naked.  They post up around the girls the entire time they are there.  Hmmmm, I will darned if my tax money pays for that. I do intend to vote. If CPD wants my vote than they better get there act together.  They have plenty of time to show some type of desire to want to keep thier job. I will admit that it will be ashame if they let the good ones go. They need to take this opportunity to weed out all the bad ones.  It amazes me concerned how you oviously think that you are better than individuals that are stuck in the hood.  You must have no idea of what it is like to have to live there, yet you impose yolur ignorant opinions of what it is like.  You should probably just stay in your nice little confined so called perfect neighborhood and keep your racist remarks to yourself.
