[dateline] -- Stalking victims in Ohio are fighting for tougher laws -- even GPS devices for their stalkers.
Cameron Wallace tearfully described for lawmakers Wednesday, the 10 years she was victimized by a former high-school classmate.
NBC 4 obtained exclusive video of that classmate -- planning his crimes. To watch the full clip, click play to the left.
"I like to party. I like Cameron Wallace. I like to stalk," said convicted stalker Ryan Clutter.
Clutter videotaped himself, gleefully planning the taunting and torture of Wallace.
Police said Clutter's bedroom was a shrine to her, littered with her photos -- and a paper of a man threatening rape.

"Throw a rock through her window with this taped on it. I think that will be hilarious," he said. "I like to stalk because it's OK to do."
Wallace said, "Because of the way this affected my family life, I seriously considered moving away from my family. But, I thought, why should I leave my family and friends?"
Police found the tape after Clutter was arrested for breaking into Wallace's home and taking photos of her while she slept.
His computer was also filled with child pornography and that's one of the reasons he is in jail -- for eight years.
"Knowing that someone is watching you and waiting to harm or kill you is a feeling no one should have to deal with. It's like a lingering death sentence. It's awful," Wallace said.
The New Franklin Police Department released the videotape to NBC 4's Erin Tate to demonstrate how dangerous stalkers can be.
