COLUMBUS, Ohio -- The Ohio House has rewritten Gov. Ted Strickland's school-funding plan to funnel more state money to poor districts and successful charter schools.
The House plan rewrites Strickland's funding formula and extends the phase-in of school reforms to 10 rather than eight years.
It also gives districts greater flexibility in meeting tough new mandates for teacher training, student-teacher ratios, and extra academic offerings such as all-day kindergarten.
