Teacher Dismissed After Probe Into Girl's Menstrual Cycle

MORGAN COUNTY, Ohio -- A mother said a teacher forced her daughter to pull down her pants.

NBC 4 reported with the FAST FACTS.

A mother of a ninth-grade student at Morgan Local High School said a substitute teacher recently forced her daughter to pull down her pants to prove she was having her period.

The district superintendent only would confirm an incident did happen.

The superintendent said the substitute teacher was dismissed from the district and the incident also was reported to the Ohio Department of Education.

Prosecutors said the student involved in the incident had returned to her classroom after a break during the school day on April 23, when she asked to go to the restroom, stating her menstrual period had started.

Officials said the student had previously been placed on a school-wide list of students who are not permitted out of class without an escort, due to prior history of misbehavior.

The teacher denied the request and advised she would have to wait until the next break in 55 minutes.

Upon her return from the next break, prosecutors said, the student told the class how embarrassing it was to walk down the hall with blood on her pants and she called her mom to bring her another pair of pants.

According to the teacher, the student's statements appeared to be false, as there was no visible soiling of her clothing, and appeared to have been meant to disrupt the class.

The teacher removed the girl from the classroom and confronted her about her behavior, at which time, prosecutors said, the student recanted and said it was only her undergarments that were soiled.

The teacher then directed the juvenile to go with her to the restroom to prove her menstrual period had started. She was directed to enter a private stall and remove her underwear and return with them to the teacher who waited near the restroom entry door.

The student requested the presence of her mother or the school principal, but the teacher denied the request and the student entered the stall with her purse and removed her undergarments in private, behind a closed door.

The girl then showed her underwear to the teacher, who observed the soiling was not blood, but appeared to be face powder.

The teacher then escorted the student to the principal's office to report her misconduct.

The student's ongoing misbehavior and poor performance was discussed with the principal, who counseled the girl.

The principal later counseled the teacher about the manner in which the situation was handled, and the superintendent terminated the teacher.

According to the Morgan County prosecutor's office, the report was reviewed and officials determined that the teacher did not engage in conduct which would support a charge of criminal conduct or abuse.
