Unions Want Judge To Block Cincinnati Layoffs

CINCINNATI, Ohio -- Unions that represent police officers and mid-level city managers in Cincinnati are going to court to try to prevent layoffs. Lawyers for the two unions say they will ask a judge on Tuesday to order the city to prove layoffs are necessary. They're challenging the city's contention that a $28 million budget shortfall is imminent.

Attorney Bill Gustavson says Ohio law prohibits a city from laying off workers except in cases of too little work or too little money. He wants an investigation of the city's financial records. City Manager Milton Dohoney has recommended that more than 200 full-time employees be laid off, including more than 100 police officers.
