WINFIELD, W.Va. - Putnam County owners of pit bulls and other "vicious" dogs will now be required to keep their animals on a leash or behind a fence.
The County Commission voted Tuesday to curb the free roaming of animals deemed vicious. The ordinance defines a vicious dog as a pit bull or other dog that chases or bites a person or domestic animal without provocation.
Owners who don't comply face up to a $1,000 fine on the first offense and jail time on the third offense.
Commissioner Joe Haynes voted against the measure, saying it should not have singled out pit bulls. He says the ordinance should have only restricted vicious dogs in general.
