COLUMBUS, Ohio -- Ohio plans to address the large percentage of provisional ballots cast during its elections compared to other states, an issue experts say can sometimes disenfranchise voters.
The ballots will be a central topic at an elections conference of officials, advocates and academics beginning Thursday.
Provisional ballots are given to voters for a number of reasons, including a lack of identification, showing up at the wrong precinct or not being registered.
About 207,000 provisional ballots were cast in the November election - roughly 3.6 percent of all ballots cast.
Likely culprits include complicated voter ID laws, a need for better poll-worker training and errors during the registration process.
