TOLEDO, Ohio -- Toledo’s chief of police said he is reviewing a videotaped arrest of a 14-year-old after the boy’s family claimed police used excessive force.
The video showed two officers holding the teen. One officer has his arm around the boy’s neck, and the teen’s face was covered in blood.
Police said the teen was loitering at an apartment, and the scuffle started after he refused several orders to leave.
They said the boy struggled with police and even hit one in the chest.
The 14-year-old’s family has filed a complaint with the Toledo police department.
