COLUMBUS, Ohio -- Gov. Ted Strickland says he will veto any bill authorizing voter-approved casinos if it doesn't protect local governments' ability to regulate the projects.

The casino developers have already submitted a proposal to lawmakers that specifies that no local zoning rules could stop the development. The proposal also says there can be no "unreasonable delays" in building permits.

Strickland spokeswoman Amanda Wurst said Monday that Strickland would veto any legislation that would undermine local control. Strickland says he presumed the developers would try to persuade lawmakers to pass legislation that was as friendly to them as possible.

On Nov. 3, voters approved casinos in Cleveland, Columbus, Cincinnati and Toledo.
