Ohio Inmate Challenges Execution Rules

COLUMBUS, Ohio -- An inmate scheduled to die next week for strangling an elderly neighbor wants an appeals court to delay his execution while he challenges Ohio's injection policy.

Lawrence Reynolds on Monday asked the 6th U.S. Circuit Court of Appeals in Cincinnati to stop his March 9 execution while he argues against injection in court.

The 43-year-old Reynolds says the state hasn't worked out problems with accessing inmates' veins, and that a new backup method that injects lethal drugs into muscles is untried and could cause pain.

U.S. District Court Judge Gregory Frost rejected Reynolds' argument last week, saying it was nearly identical to positions previously rejected by federal courts.

Prosecutors say Reynolds strangled 67-year-old neighbor Loretta Foster in Cuyahoga Falls in 1994 for money to fuel his alcohol addiction.
